1. I propose modifying this text in the intro, key text highlighted
"The CCSDS Operating Plan, that provides the current CCSDS tactical
program of work and organizational details, supplements this CCSDS
Strategic Plan. The Operating Plan, which is established and maintained
by the CCSDS Engineering Steering Group, consists of the on-line
descriptions of the CCSDS Technical Organization in the CCSDS
Collaborative Work Environment (CWE) and the project definitions in the
CCSDS Management Framework, and is nominally updated twice per year or
more often, as required.
[NP] : Inserted, but draft 7 contained already further explanations
2. SEA ? could add a paragraph stating what the interfaces and
interactions are with other areas, ala the 3'rd paragraph in SIS Sec 6. In
fact, we should probably do this for each of Sec 1-5 since it is missing
and does deal with one of Miro's key issues, that of documenting
dependencies and interactions among CCSDS areas of work.

3. MOIMS ? item a) is done, should be removed
[NP] Done
4. CSS ? items e, f & g could probably be combined into 1 relating to
use of CSTS framework to define a set of new services.
[NP] Comment inserted
5. SOIS ? has a "promote XTEDS" goal which is really sort of a "all
of CCSDS is supposed to do this sort of thing" goal, with no identified
deliverable. SOIS could include future goals for SDR and SAVIOR/SUMO
style on-board reference architectures. Why doesn't it?
[NP] Inserted
6. SLS ? as written is too low a level for a set of strategic goals,
they are tactical and read more like a precise of the technical projects.
Seems out of joint with the rest of the document.
[NP] Comment inserted
7. SIS ? items a & b are like SOIS, in the "promote" category without
identified deliverables. It also could be rather more specific about
things that they plan to develop such as protocols, security, network
management, routing, coordination.
