Unless something radical has changed in what the FSA is proposing it appears that this does not really cross all areas but is instead a mission operations issue of data combining. Have we actually heard anything from them that suggests that they are using different modulation, coding, link, or other baseband data processing? Do they need anything other than normal SLE data or something like D-DOR style raw data?
If none of this is the case then I think the right home for this work is MOIMS. If you wish I can call the meeting, but I do not believe that this is really as cross cutting an issue as it might appear to be.

I agree with your proposal. A cross-area meeting + translated patent would help us understand whether there are any cross-support scenarios for the proposed technique.

So has anyone got a good concept for how we handle these guys in Cleveland? The work seems to cross pretty much all of the Areas except for SOIS and SIS. My preference would be to temporarily home it in SEA and for Peter to call a special cross-Area meeting at which we let Vorontsov deliver his goods; we should try to hold it to an hour. Any better thoughts?

Dear Mr. Barannikov: thank you for your reminder about Dr. Vorontsov’s message. At this point I we have not decided where the “home” of this proposed activity is in CCSDS, since it seems to cross 4 of the 6 CCSDS technical Areas. However, we will work that out inside CCSDS and will set up a meeting where Dr. Vorontsov can present his proposal again in Cleveland.
One lingering issue is the status of the Patent that is referenced in the proposal. Are you willing to sign the ISO release forms? Also, we have not yet received an English translation of the patent itself, which would help us further.

I’m glad our joint collaboration of extension of the Concept Paper, concerning the formation of the generalized data, which I have developed.
I would like to ask you to support your previous decision about implementation of this work in the SLS Area, WG RFM. I suppose this decision is the most successful. There is nothing change from the point of financing as compared with new decision. The offered methods, algorithms, technologies are concerned to the radio links (including space radio links too). There are good perspectives of interconnecting of methods, which other Working Groups of SLS Area develop and I offer. In particularly, the interconnecting of modulation methods, antinoise coding, the quality improvement of synchronization (the methods of SLS Area). Dear Mr. Barannikov: thank you very much for the Concept Paper. We will now get the CCSDS Area Directors to review the document and to propose how to move forward.
>From my personal reading of the Concept Paper, it seems to me to be closely aligned with the Delta-DOR activity and perhaps some of the new Cross Support Transfer Services which deal with raw data transfer. So it is possible that the Diverse Channels approach may be satisfied by creating some extensions to other CCSDS recommendations. Those extensions would contain all of the semantic information required to do the processing of Diversity data. I am also glad to note that you are willing to support this activity in terms of its financial and human resources. If we can agree to an approach that uses existing CCSDS capabilities (e.g., Delta-DOR) then it should be much simpler and cheaper than starting with a whole new development. Also, since this is likely to be an activity that is primarily driven by the Russian side, it may be best to initially target an “Orange Book” (Experimental) as the initial deliverable.
