[CESG] Deleting projects

Brian, please confirm:  Discussion in the CMC meeting today...  To delete a project that is not completed;

*if* it is an approved project, it requires a CMC poll, and then the Secretariat deletes it from the Framework.

If it is *not yet* an approved project, then the Secretariat can simply delete it from the Framework (but note that the WG Charter may need to be updated to remove references to the project, and in that case, a CMC poll is required for the Charter modification.)

Right?
