Dear Mike, Nestor and Adrian

at the last IOAG-14d teleconference on October 25, a discussion on IOAG priorities was held and there was a decision that the preliminary outcomes of that discussion should be brought to the attention of the CCSDS : This is the objective of this email.

The final results of the IOAG discussions on priorities are to be established for the end on 2011, after the IOAG-15 (6~8 december in Toulouse), hopefully based on a more complete set of contributions from the IOAG Members.

As a brief reminder, as I am sure you remember the previous discussions at the joint meeting in London, IOAG priorities apply to two areas :
1 - IOAG Top priorities that are to reflect the common vision of the domains on which the IOAG should put their highest priority of actions, whether they relate to the need for common choices, to the need for new standards or  to the urgency for deployment of new technologies ;
2 - IOAG priorities for development of new standards, as specifically identified in the "To Be Written" category in the IOAG Service Catalog
#1 and 2.

Based on the discussions, the following domains were identified as belonging to the first category of IOAG Top Priorities:
	- Conjunction data message : standard in preparation at CCSDS
	- LDPC codes (3 mission models) : standards available and in preparation at CCSDS
	- Delta DOR : standards available and in preparation at CCSDS
	- Mission Operations Core Services : standards available and in preparation at CCSDS
	- Service Management : standard available and "under revision"
at CCSDS
	- CFDP : standard available and implementation standards (CFDP over xxx) in discussion at CCSDS This first set of priorities is for indication to CCSDS who is invited to use them for reference in its own prioritization exercice. It will also be brought to the attention of the agencies managements, with the objective to integrate this common vision in the decision processes, in particular of resource allocation to CCSDS, as appropriate in each agency's organization.

Concerning the second category of IOAG priorities for development of new standards, the exercice conducted by the delegations was refering for the first time to the TBW standards in both SC#1 and SC#2.
Unfortunately, the result was partial only as several delegates did not provide their inputs or not the ones on SC#2. Therefore, it was decided not to convey at this time to CCSDS a message with intermediate only and potentially invalid priority levels ; this was postponed to after the
IOAG-15 and the subject will be on the agenda of that meeting.  The expected outcome of that discussion will be the priority levels that will soon populate the IOAG-CCSDS Product Agreement. 
However, two services of SC#1 were confirmed as showing an excellent consistency on Priority #1 from all the participating agencies and, as the risk that this priority is reduced after the missing votes (2/8) are provided is estimated low , it was decided that this high priority should be mentioned to CCSDS in the present message, as a confimation of previous liaison statements. Those services are :
	- CSTS Offline Radiometric Service (CORS)
	- CSTS Generic Transfer fFile Service (CFXS) CSTS Engineering Monitoring (EDM) and CSTS DDOR (DDORS) services should come next in CSTS WG domain of interest but this requires some more IOAG votes and a confirmation to CCSDS.
We believe these (confirmation) inputs may be of value for the CSTS WG.

I elected to use the email to relay the above messages, as I know you are in the CCSDS WG week and I hope that it will not come too late for you to discuss it.
