[CESG] CESG - MOIMS Resolution Nr 1 after last Spring 2011 CCSDS meeting

The following resolution has been approved by MOIMS AD.

MOIMS-SMC WG-R-2011-01-001, Resolution recommending the issue for Agency 
Review of CCSDS 521.2-R-0, Mission Operations Message Abstraction Layer 
JAVA API (Proposed Red Book)

The MOIMS Area,

CONSIDERING that all technical issues after CESG Pre-red review have been 
successfully dispositioned 

CONSIDERING also that a number of comments from SEA, CSS and SLS ADs were 
submitted and the WG had agreed to discuss them and include them into the 
document

noting that ADs themselves have agreed to these changes and confirmed that 
the documents should not go through a new CESG Pre-review.

and RECOGNIZING that all steps recommended by the CCSDS procedures have 
been successfully concluded and that this document has the approval of the 
SM&C WG Chair and the full endorsement of the MOIMS AD

RECOMMENDS that the CCSDS Engineering Steering Group Chair initiates the 
required CMC poll for its approval
