Thanks for the update, Nestor. I do think that the comment about the Telerobotics BOF that "initial resources to perform the work prior to WG status are not CCSDS resources" is important to highlight. We actually have a very similar situation with the CDM and Plug-n-Play, where we (CCSDS) are providing the standardization infrastructure but other organizations are providing the resources to do the engineering. Personally I think that this is healthy but the danger is that the other organizations will lose interest or get a budget whack and we will be left holding the baby.  I think in these cases that before we charter a WG in such a circumstance we will need some kind of MOU that confirms that the other organization is in the process for the long-haul.

Any thoughts on how to approach such MOUs? Maybe a fairly standard template that outlines the work and external resources that will be provided, shakes hands on doing it, and relieves both parties from the liability to continue should one be unable to proceed?
