I also think we need to discuss this.  After reading the CMC resolution I was left with a few questions myself and suggested that the policy needed some engineering.  I discussed this with Mike and Adrian and they concur that the CESG should do what it needs to refine it.

I did provide a set of edits, inRID form, to the draft Procedures manual. Presumably that will become a part of the item 5 & 6 discussions as well.  The edits cover those topics and also the Blue / Magenta changes that have previously been discussed.

Maybe it is part of item 5 of the proposed agenda (finalization of procedure manual), but I would like to discuss specifically the new CCSDS patent policy and the way we are going concretely to implement it.
