Adrian & Nestor,

I see nothing in the CCSDS Procedures, CCSDS A00.0-Y-9, that gives the CESG Chair and Deputy Chair the responsibility for single-handedly either chartering or removing the charter for a working group.  That responsibility lies solely with the Area Directors:

4.2.4.3   Area Director

An Area Director shall be responsible for:

c)     screening all proposals to form new WGs that are brought forward by BOFs to make sure that they are supported by required documentation and that their technical focus is vectored towards the goals and objectives of CCSDS;

d)    making recommendations to the CESG concerning approval for the chartering and formation of WGs and for the authorization of BOFs;

The CESG does have the responsibility for ensuring that the CCSDS program of work follows an agreed set of architectural principles in a harmonious way (4.2.4.2.d) and for making sure that technical cross pollination occurs among the various Areas and WGs (4.2.4.2.h).   But based on our stated CCSDS procedures I see no grounds for the CESG Chair and Deputy to make this action as a simple administrative fiat.

At the same time, it is clear that you and Nestor have, among yourselves, and for your own reasons, agreed that this is the path that you wish CCSDS to follow.  Nestor is quite capable, as MOIMS AD, of requesting that the IPR WG be closed.  I suggest that the proper procedure is for him to do that.

For my part, it is clear that the CCSDS has become a hostile environment in which to try and make progress on standards for an interoperable, information model driven, set of information registry / repository services.    There are other international venues in which this work can progress in a harmonious and supportive environment.  Accordingly, in my role as SEA AD, I offer the following resolutions:

SEA-R-2011-03-002:
The System Engineering Area,

CONSIDERING that the INFORMATION ARCHITECTURE (SEA-IA) WG has produced a Reference Architecture for Space Information Management (RASIM) Green Book; and

RECOGNIZING that CCSDS A00.0-Y-9 section 4.2.4.3 requires the Area Director to recommend progression of documents for approval by the CESG, therefore

RESOLVES that the draft
Reference Architecture for Space Information Management (RASIM) Green Book
be reviewed by the CESG for concurrence on publication of this Informational Report, and

REQUESTS that a CESG poll be conducted to accomplish this.


SEA-R-2011-03-003:
The System Engineering Area,

CONSIDERING that the INFORMATION ARCHITECTURE (SEA-IA) WG has completed the a part of its chartered work of producing the RASIM Green Book, and

CONSIDERING that the CCSDS leadership has expressed no interest in pursuing the follow-on Information Services Architecture standardization that the SEA-IA and MOIMS-IPR groups have jointly begun, and

RECOGNIZING that CCSDS A00.0-Y-9 section 4.2.4.3 requires the Area Director to recommend the chartering or closing of working groups, therefore


RECOMMENDS that the CESG thank the members of the Information Architecture WG for their services, and asks that this Working Group be closed, and finally

REQUESTS that a CESG poll be conducted to accomplish this once the RASIM Green Book is published.


SEA-R-2011-03-004:
The System Engineering Area,
RECOGNIZING that CCSDS A00.0-Y-9 section 4.2.4.3 requires the Area Director to recommend the chartering or closing of working groups, therefore

REQUESTS that the CESG polling process for resolution SEA-R-2011-03-001 be abandoned forthwith.

Peter: after close consultation with Nestor we jointly instruct the Secretariat to establish the following CESG poll:

CONSIDERING that the INFORMATION ARCHITECTURE WORKING GROUP and the INFORMATION PACKAGING AND REGISTRIES WORKING GROUP have both made unsatisfactory progress in meeting their chartered goals and deliverables.

RECOGNIZING that it has been proposed that an INFORMATION SERVICES ARCHITECTURE WORKING GROUP should be established to take over the work of the above groups.

RECOGNIZING that there is no reason to expect that the INFORMATION SERVICES ARCHITECTURE WORKING GROUP will be any more effective in meeting their proposed chartered goals and deliverables than the previous groups.

THE CESG RESOLVES to dissolve the Information Architecture Working Group and the Information Packaging and Registries Working Group prior to the Spring meeting in Berlin, and also to disapprove the chartering of the Information Services Architecture Working Group.

The poll closure date should be 07 April. Pending the CESG vote, no plans should be made to accommodate any of the above groups during preparations for the Berlin meeting.

RESOLVES that the draft Information Services Architecture WG Charter be reviewed by the CESG, and

RECOMMENDS that the CESG approve this Charter so that this Working group may be formalized, and finally

REQUESTS that a CESG poll be conducted to accomplish this.
