Dear All,

I can life with this. My intent is to seriously think about it and question our practices, which seems to happen now.

Regards,

Clemens

Dear all,

I agree with Erik. The issue of Orange VS Blue is not to be used as an approval condition. The approval condition should result from a technical review of the document. So, we should proceed with publication once the other approval conditions are met.

We can re-table to Orange vs Blue discussion in the next CESG meeting, independent of this particular book where an Orange track had been agreed in the past.

Cheers
Daniel

Dear Clemens, Tomaso, CESG members,

For what it is worth I think it is procedurally incorrect to use a CESG poll to debate CCSDS priorities re orange books and blue books. Both blue and orange books are well recognized in the CCSDS Organization and Processes book (CCSDS A02.1-Y-4). Levying a condition on an orange book, especially in light of the Fall 2024 London CESG meeting where SIS DTN orange books were agreed to strikes me as a misuse of the technically oriented CESG polling process. The orange book path for some of the SIS DTN books was also noted for CMC at the Fall 2024 meeting and I think priorities re blue vs orange, etc., necessarily should involve CMC and cannot be arbitrarily set by CESG. My suggestion is that this non-technical condition on the orange book be withdrawn.

Best regards,
-Erik

Dear Clemens,

As already shared in my message to Jean-Luc, I don’t disagree with the rationale, but I don’t think it is fair to block orange books that have been approved already 1-2 years ago and that are in their final phase now. As far as SIS area is concerned, there are a few orange books from the DTN area that are quite important for Lunanet that need to be published once the final version will be available.
In my opinion, we should rather agree on the fact that from now on new orange books projects should be de-prioritized, so that areas and WGs are aware of a possible longer publication schedule when they plan to go for a new one.

Regards,

Tomaso

Dear Tomaso,

I asked Jean-Luc to raise the issue, so we can discuss it in the CESG alongside further orange books.
I believe CCSDS in its current funding situation should focus on what makes CCSDS special:

Deriving prototyped standards from specifications.

The prototyping and consensus finding is the essential part distinguishing CCSDS from anyone, just putting a specification on the website.

Therefore, we should do blue books exclusively at the moment.

Clemens / SLS-AD

Dear all,

Some comments about your points. @Felix Flentge<mailto:Felix.Flentge at esa.int> as rapporteur of this book can also provide more clarifications:

@Barkley, Erik J (US 343J)<mailto:erik.j.barkley at jpl.nasa.gov>: My impression is that your comments goes more in the direction of what typically happens in yellow books supporting the publication of blue books. It is a very valuable remark, but my understanding is that the “CCSDS holy bible” does not request such a detailed verification description for orange books.
@Singh, Somendra {Simon} (GSFC-5820)<mailto:simon.singh at nasa.gov>: Actually Annex C of the present version already includes details about the implementation from ESA used as reference for the book here. Were you expecting mode details about the implementation?
@Issler Jean-Luc<mailto:Jean-Luc.Issler at cnes.fr>: I understand your concern but I don’t agree with your proposition since there is a bunch of orange books going to be submitted for CESG publication approval in the next 3-6 months, which are very important for LunaNet and alike missions. Delaying or even stopping their publication would be very detrimental. Furthermore, a publication priority list has been already agreed at CESG level to avoid the tech editors team to be overloaded with editing of books of lower priority.

Regards,

Tomaso

APPROVE WITH CONDITIONS (state conditions that must be satisfied)

As we have severe budget constraints, this year even more than last year (down 50% at ESA and NASA; down 30% at CNES), we should concentrate on getting only blue books out. We should avoid publishing orange and green books, even if they have passed the WGs to not overload the editors. This condition shall be discussed in the next CESG meeting.
SOIS-AD
APPROVE WITH CONDITIONS (state conditions that must be satisfied)

Please add description of current or planned implementations, even if they don't implement the whole book.
SEA-AD

APPROVE UNCONDITIONALLY

Not a condition -- just comments: 1) it would have been good to see a more formal test report with test cases and results indicated; 2) it would also be good to have see the ESA prototype racked up against the PICS.

Secretariat Interpretation of Results: Approve with Conditions
Proposed Secretariat Action: Setup CMC Poll once condtions have been met.
