[Cesg-all] Topic for discussion re: CCSDS Terms SANA registry

When looking at the SANA CCSDS Terms registry, there's a fair number of duplicate terms with different definitions (about 401 dupes out of 1908 terms).  What we don't know is whether this is actually a problem - typically, it's because different documents gave different definitions, some of which are "context dependent".  For instance, there's multiple definitions for "packet" - a few of them are essentially the same definition, and could conceivably be combined.  Others have significantly different definitions ("router") some of which aren't necessarily correct, even in the specialized context of the book in which it was referenced.
Going through and "cleaning this up" would be a herculean task, and may not be needed.

That is, if the text of a blue book is sufficiently precise and descriptive, then the normative nature of the standard isn't affected.
For green books, it's more in the nature of explanation anyway.

If, at some point, we wanted to use this registry in some sort of automated system to define things, then, maybe it would be a problem.

What we would propose is doing some sort of survey of CCSDS participants and hopefully some industry.  We'd give a couple simple examples (packet and router seem good) and ask a few TBD questions: "how important is a single definition?" "are multiple definitions a problem", etc.

Then, we could come back and see if a) it's a problem that needs fixing; and b) if it is, what possible solutions might be.
