Synchronization and Channel Coding (Pink Sheets,
Issue 3.1) for CCSDS Agency review
Results of CESG poll beginning 30 June 2021 and ending 14 July 2021:
Abstain: 2 (33.33%) (Merri, Duhaze)
Approve Unconditionally: 2 (33.33%) (Barkley, Cola)

CONDITIONS/COMMENTS:
Erik Barkley (Approve
Unconditionally): Just a comment, not a
condition: it is nice to see that coding on the forward link is being added.
Gilles Moury (Approve with
Conditions): Remove the terms "forward links"
and "return links" and replace by
"ground-to-space links" and "space-to-ground
links" as per attached file (Telecom Blue
WG_20210604gpc.docx). Rationale: the terms
forward links and return links are not used in
other SLS recommendations. Besides, the proposed
definitions of forward and return links refer to
the undefined terms "caller" and "responder".
Jonathan Wilmot (Approve with
Conditions): Agree with other comments on return
link/forward link. Space to space (including
surface to space, space to surface) blur these
definitions. Each side of link is both commanding
and telemetry. Need better common terms to make
clear the bi-directionality of commands and
telemetry over the same RF links. Would be good
to clear up before agency review

CONDITIONS/COMMENTS:
Ignacio Aguilar Sanchez (Approve with
Conditions): The following paragraph includes the word 'security' at the end.
"B4 CONSEQUENCES OF NOT APPLYING SECURITY TO THE
TECHNOLOGY If adequate steps are not taken to
address security issues then the information held
by the repository may be put at risk, in
particular risking confidentiality and security."
That word should be replaced by either
'integrity' or 'authenticity', which is like
'confidentiality', a specific security feature to be highlighted.
Jonathan Wilmot (Approve
Unconditionally): Reference format is not
consistent. It is listed as reference [1] " ISO
16363" . another time it's "CCSDS 652.0-M-1/ISO
16363" , and other times it's just reference [1 ]
