For your consideration.
The fact is that we face the daily challenge of coping with the overload of items to deal with in our daily routine. Therefore, your pondering … “I like to make sure that member agency that did not register their vote were actually disagree with the project and did not forget or were not able to vote” does make sense to me. In fact, it can be frequently observed that CMC resulting polls turn out to not involve the voting all participating agencies. This time, it was different but, perhaps, a timid indicator of a new pattern that may require our attention and consideration. In view of such a relatively rare occurrences, in this specific case, I would understand that it would make sense a resubmission of the poll, possibly, by adding to it a clear declaration that a non-voting of an agency may be interpreted as an abstention. Just that. A new attempt may not solve the pendency but, assuming it is expected to be a relatively rare event and, conjugated with the importance of what is under consideration in this poll, it may be a justified, new type of initiative. In any case, a reconfirmation of the results that are in hand or, perhaps, a new chance for a fine grain poll, as usually expected by all of us, in principle. It is worth to remind that CCSDS, since its early beginning agreed to come up with results based on consensus, a principle that does not necessarily imply in an explicit voting in a voting forum.

Thank you for pointing out that the poll failed. I think it is very appropriate if there is not enough vote to approve a poll it should fail. I like to make sure that member agency that did not register their vote were actually disagree with the project and did not forget or were not able to vote. If any member agency was unable to vote please let me know.

5.3.5.4.4.2 Failure to achieve approval can result from lack of quorum. For CMC polls, votes from more than fifty percent of the members are needed to achieve quorum.
