[Cesg-all] New update of the CCSDS RID System - Pre-requirements

Dear all,

Please find attached an updated version of the CCSDS RID System 
Pre-requirements.

I have received comments from SOIS, SLS, SIS and MOIMS (AD, NAV WG, SM&C 
WG) Areas.

As the CMC Chair has informed me that there are not a lot of resources to 
implement a new RID system, I will send the pre-requirements to the 
Secretariat, who will assess which requirements can be implemented with 
the limited budget available.

Please to all WG Chairs, ADs, DADs : Refrain to send me additional 
comments on the attached document

Once I get the feedback from the Secretarial, i will make a proposal on 
the way forward or backward.
