CONDITIONS/COMMENTS:

Peter Shames (Approve with Conditions): There are 
several open issues identified in the attached 
version of the doc. Major concerns have to do 
with language indicating that BP is to be treated 
as an overlay network on top of "internet 
protocols". This does not seem to align with use 
of BP over LTP and data links in a CCSDS context. 
There are also some SANA issues identified.

Richard Barton (Approve with Conditions): No 
actual conditions. Just suggested editorial 
changes to the document. Very few and very minor. 
Document with comments added is attached.

I made a few small editorial changes to the 
document. Really just suggestions, not 
conditions. Please review the attached document 
with comments and either accept or reject suggestions.
