CONDITIONS/COMMENTS:

Peter Shames (Approve Unconditionally): There is a concern that the 
handling of error-ed LDPC frames in RCF does not return adequate 
information. Only the sign bits are returned and not the ful set of 
soft symbols that would support further attempts at reconstruction of 
the original data. As a compromise that does not require significant 
RCF re-engineering this is probably acceptable, but it is sub-optimal.

Keith Scott (Approve Unconditionally): In 911.[1,2,5], section 
2.6.4.4 - Effects of Termination (same for each file) I believe the 
effect of the proposed changes would result in text of the form:

a) if the delivery mode is complete online, the contents of the 
online frame buffer (see 3.1.9) is persistent except if in the 
RAF-UNBIND invocation the unbind-reason parameter is set to 'end'

[present in the (a) and (b) items in 2.6.4.4]. Shouldn't this be either:

'... the content of the frame buffer is ...' or
'... the contents of the frame buffer are...'
?
