[Cesg-all] SIS resolution to remove CFDP-over-BP Pink Sheet project from SIS-DTN WG

The SIS Area Resolves (SIS-R-2013-10-002) to delete the 'CFDP-over-BP Pink Sheet<http://cwe.ccsds.org/fm/Lists/Projects/DispForm.aspx?ID=199>' from the SIS-DTN WG.  The work will be considered by the CFDP Refresh WG.
