Results of CESG poll beginning 18 February 2013 and ending 4 March 2013:

CONDITIONS/COMMENTS:

      Nestor Peccia (Approve with Conditions):  I 
fully concur with th SLS AD conditions

      Gian Paolo Calzolari (Approve with 
Conditions):  Let me start saying that - as far 
as I can see - this is an excellent technical report with just one slight flaw.
Green books are normally (also) supporting the 
relevant book(s) in the standard track (i.e. 
either Blue or Magenta) and this is quite weak in this book.
This (draft) green book mentions two of those 
books (i.e. 506.0 and 506.1, ready at this point 
in time) and each one of them is mentioned only once.

I would propose the following enhancements to the book.

[1]   Section 1.1 PURPOSE AND SCOPE  contains the 
following text <<The establishment of 
interoperability for acquiring and processing 
Delta-DOR data at ground stations of different 
agencies, the standardization of service requests 
for Delta-DOR, the standardization of an exchange 
format for raw data, and standardization of 
interfaces for exchange of supporting products 
are key enablers for interagency execution of Delta-DOR operations.>>
I think that there should a paragraph/section 
linking those "key enablers" to the Delta DOR 
standards either ready or in preparation.
In other words it would be good to present to a 
potential users which standard (s)he has to 
use/know for implementing Delta DOR.
A figure with the involved standards (either 
ready, in preparation, planned) would also be nice.

[2]  "Figure 2-2: Block Diagram of Major 
Components of Delta-DOR System" and the related 
text can be improved. Here are some items to consider:
a) The label "Station x" on an arrow is 
misleading. The arrow may represent the link 
between "Station x" and the Correlator place.
b) The figure and the text should highlight the 
links relevant for standardization (e.g. 
Station-Correlator and Correlator-EndUser) and 
the standards ready or in  preparation

[3]   In section "4.1.3 GROUND STATION RECEIVER 
DESIGN CONSIDERATIONS" bullet "a) Hardware 
compatibility:" can be improved. Here are some items to consider:
i) The sentence "However, it is likely that each 
agency will develop its own hardware for 
receiving and recording the signals from 
spacecraft and quasars." should be reworded to 
state that this is a freedom as long as the the 
hardware produces the agreed type of data needed 
for compatibility/cross support.
ii) The paragraph should focus more on what is 
required to ensure consistency with the standard(s) and correct interfacing.
iii) This is the only point where [13] is 
referenced and a few words to clarify the 
applicability of this standard would really be appreciated *(also elsewhere).

CONDITIONS/COMMENTS:

      Peter Shames (Approve with 
Conditions):  There are a few statements in this 
spec which are unclear. They are flagged in the 
text with highlights and annotations.  Since the 
essential core of the document is embodied on pg 
3-1, and the description of these options is 
provided on pg 2-5, it would be worthwhile to get these right.
