      Peter Shames (Approve Unconditionally):  I 
am allowing this document to go out for agency 
review, but wish to note that it still has a 
significant number of inconsistencies in the 
figures that really must be fixed.  Instead of 
holding this document up now I will instead 
identify these in detail during the agency review 
and expect them to get resolved then.
