[Cesg-all] Cost model to be added to the CWE

Dear all

The CESG has agreed on a cost model that should be used as reference when 
inserting new Projects in the CWE. The cost model will also be including 
in the Project page template text.

You will find below the model details. In case of any query please contact 
your ADs
