Results of CESG poll beginning 28 March 2013 and ending 11 April 2013:

                  Abstain:  0 (0%)
  Approve Unconditionally:  2 (66.67%) (Peccia, Calzolari)
  Approve with Conditions:  1 (33.33%) (Shames)
  Disapprove with Comment:  0 (0%)

CONDITIONS/COMMENTS:

      Peter Shames (Approve with 
Conditions):  Aside form the added confusion of 
having to translate PTC and PFC values which are 
documented in different parts of the spec, there 
are a number of places in the document where 
specific field mappings appear to be 
ambiguous.  These are many variable length fields 
(character, octet, binary) where the length of 
the variable length field is defined simply as 
"Variable unsigned integer", with no PTC or PFC 
specified.  Since "field length spec" 
itself  appears to map into a variable length 
field it is not at all clear just how to 
determine how long the field is nor how long the length of the field is.

Is you do believe that this is all clear please 
indicate how it is to be interpreted accurately and unambiguously.
