Conditions): Sec 1.4 Applicability should state
that this is applicable only to "near Earth
Exploration Satellite Services (EESS) payload
telemetry", as referenced in Sec 1.2
Purpose. The first sentence should read "This
Recommended Standard applies to the creation of
Agency standards and to future data
communications over space links between CCSDS
Agencies in cross-support situations for near
Earth Exploration Satellite Services (EESS) payload telemetry."
The spec makes normative reference to a number of
DVB-S2 terms, e.g. DATAFIELD, MODCOD, FECFRAME,
BBHEADER, that are only defined in the DVB specs
and are identified in this document only in a
non-normative annex. Since understanding these
terms and their meaning is essential to
understanding what is being standardized, these
definitions should be provided in some context,
perhaps with a diagram similar to figure 2-2.
Somewhere in this document there should be a
statement to the effect that any specs otherwise
defined in CCSDS are not bound to the definitions
on DVB (8QPSK comes to mind), nor that any
specifications in DVB, such as ACM & VCM, do not
constrain other competing definitions within CCSDS.

CONDITIONS/COMMENTS:
Peter Shames (Approve with
Conditions): This appears to be a 35 page
document that contains two sentences of normative
content, Sec 3.2.1 and 3.2.1. Everything else
appears to be explanatory (Green Book) material.
I am no expert in this domain, but it is not
clear to me why these two normative statements
should be asserted by CCSDS, even in a
Recommended Practice document, but I must just not be getting the concept.
Please describe:
1) Why these two specs and not some other?
2) Why is this document of value to CCSDS agencies?
3) Is there any expectation that all, or even
most, CCSDS agencies would adopt this as their
standard for this specific purpose?
