CONDITIONS/COMMENTS:

      Gian Paolo Calzolari (Approve with Conditions):  The document 
gives the impression that it is possible to transfer data of 
unlimited size and this is wrong.
There is only a statement affirming "The Unitdata parameter is the 
SDU transferred by the IPoC service; it shall contain a delimited, 
octet-aligned IP PDU."
However we know that at least a limit is given by the Encapsulation 
packet; i.e. the maximum length of a data unit that can be 
accommodated in an encapsulating packet is 4,294,967,287 octets when 
the Encapsulation Packet is used (see CCSDS 133.1-B-2).
The factors affecting the maximum size of the Unitdata parameter 
shall be declared (together with applicable warning as e.g. NOTE 1 of 
4.2.2.8 from CCSDS 133.1-B-2 or the fact that project specific values 
of max length may be selected).
Actually the best solution - consistent with other books - could be 
to add a Managed Parameter Section including a parameter for Unitdata max size.
