Following are advisory comments only (no further action 
required)  and are noted for general consideration of CCSDS service 
specification production.  These are re-produced from my previous 
comments on the recommendation:


a) "There are state definitions implied by successful registration, 
missing heartbeats, etc.  I would strongly recommend that these 
states be formally modeled and shown in something like a UML State 
diagram -- this will help with verification of recommendation 
correctness and help implementation developments. "

b) "the recommendation would benefit from some formal diagramming 
techniques. In particular, there are a number of definitions that 
have interrelationships from a continuum, venture, cell, unit, 
node,  etc.  It would help the reader to gain familiarity via a UML 
class diagram indicating the relationships of the various terms, 
especially as they are fundamental to recommendation."

      Gian Paolo Calzolari (Approve with Conditions):  - There are 
"Error! Reference source not found" to be solved.
- Many figures have no (numbered) caption. This can create confusion.
- Section 2.1.4.3.3 contains a figure where the box "Subnetwork 
Packet Service" should be named "SOIS Subnetwork Packet Service"
- Please always spell completely  "SOIS Subnetwork Packet Service" 
instead of "Subnetwork Packet Service"
- Only telemetry/telecommand links are considered ignoring 
Proximity-1. It looks strange that a rover (used as typical example) 
is not using Proximity links. Explanation/Addition is needed. This 
may also impact figures showing "TM/TC" boxes.
- Section D1.2 NOTATION states that <<'MO' means 'mandatory to be 
implemented, optional to be used'.>> since PICS only refer to 
implementation, usage should NOT be described here and the MO 
combination not allowed. As a consequence in table D2.1.2.2 the cases 
marked MO should be marked M only.

CONDITIONS/COMMENTS:

      Peter Shames (Approve with Conditions):  There are several 
items in this document that should be fixed before it goes out for 
review.  They are documented in the attached file, with 
mark-ups.  Many are editorial (use of acronyms without defining 
them), some are substantive.  In particular, the document defines 
three terms "digital archive", "repository" and "digital" repository" 
more or less synonymously, but then uses them in ways that seem to 
variously describe either an organization, in some cases, or a 
system, in other cases.  I suggest that a term be defined to mean 
"digital repository system", to include hardware, software, 
procedures, and staff, and that this term be used where appropriate, 
as distinct from the term used for "digital archive organization", 
which would have policies, org charts, mission statements, and relationships.
