CONDITIONS/COMMENTS:

      Erik Barkley (Approve Unconditionally):  To be clear: this is 
not a condition of approval -- the book is very good shape, ready for 
agency reviews.  These are more of considerations for CESG:

The file content definitions include agency indications with 1 = ESA 
2 = JAXA, 3 = NASA (appears to be alphabetic ordering).   Presumably 
this implies that should another agency implement and participate in 
inter-agency DDOR, CCSDS will issue an appropriate pink 
sheet.  Alternatively perhaps this is information that belongs in 
SANA?  If so, then I would suggest that agency identifications become 
part of the candidate CCSDS OID (Object Identifiers) rather than 
defined specifically for this recommendation.  This also applies to 
other controlled identifiers such as Spacecraft Id found in this 
recommendation.

      Bob Durst (Approve Unconditionally):  Just want to note that I 
agree with Erik's point about a SANA role.
