      Jean-Luc Gerner (Approve with Conditions):  Specifications are 
in section 2. According to CCSDS Publications Manual,  A20.Y-2, 
specifications should start in section 3.

      Bob Durst (Approve with Conditions):  Editorial:  Section 3 
page numbering is incorrect (A-1, etc. rather than 3-1).  Will 
require revision to TOC as well.
