CONDITIONS/COMMENTS:

      Jean-Luc Gerner (Approve with Conditions):  In the 
introduction, it is stated that:
"This document is not part of a Recommended Standard and is intended 
to provide supporting material for creating the Voice Communications 
Recommended Practice."
1. is it necessary to spell-out what kind of book in the standard 
track might eventually be developed in the future, using this GB as 
supporting material? The final decision on MB or BB is with the CESG 
and the CMC.
2. this sentence lets understand that, once the standard is 
published, this document becomes obsolete and should be withdrawn. Is 
it the idea of the originators? My opinion is that it should indeed 
be withdrawn or, better, rewritten to become supporting material to 
the MB (or BB), for instance removing those coding techniques which 
are not introduced in the standard.
