[Cesg-all] Updated Meeting Schedule

Two updates have been made to the meeting schedule for our October meetings.
A request for meeting space for the 1st XTCE Users Workshop, sponsored by
the SM&C WG has been added. I've also added clarification to the SLS Area
meetings to indicate that the RFM and Ranging WG meetings are covered in one
line.
