CMC E-Poll Identifier: CMC-P-2006-06-006, Authorization
to approve the liaison between TC20/SC13 CCSDS Navigation
WG and the TC20/SC14 WG 3 Operations and Ground Support

Results of CMC poll beginning 29 June 2006 and ending 14
July 2006:

ADOPT: 5 (62.5%) (ASI, BNSC, CSA, INPE,
JAXA)
ADOPT PROVISIONALLY: 3 (37.5%) (CNES, DLR, NASA)
                REJECT: 0 (0%)
  REJECT WITH COMMENTS: 0 (0%)

      CNES: Clarifications required :
- could the CMC be made aware of the details of Dr Berry's
previous involvement in the Navigation WG ?
- is there any potential impact on the charter of the
Navigation WG ?
- the proposed procedure only plans for a coordination and
collaboration limited to comments and suggestions ; is
there any option to go further and make sure of no
duplication or have joint activities (production) in some
cases ?
DLR: Liaison is stated in WG charter
NASA: I approve the liaison but I do not understand
the resource implications for NASA. The attachment states
that a NASA person has been assigned to the liaison ("Dr.
David Berry designated by Felipe Flores-Amaya and Nestor
Peccia ") but it does not indicate whether such an
appointment falls within existing resources or is an
"additional duty" for Dr. Berry

charter

Results of CMC poll beginning 30 June 2006 and ending 14
July 2006:

ADOPT: 6 (66.67%) (ASI, CSA, ESA, INPE,

BNSC: A question rather than a provisional
acceptance. Is it permitted to have TBCs in a charter?
There are several references to 22GHZ (TBC) in the
proposed charter.
CNES: - The calendar objective of the WG for the
S+Ka in Moon Mission seems not compliant with the
implementation schedule of such missions ; the WG schedule
should be revisited or we will get orange books and not
blue books in this domain.
- It should be indicated how the group will consider the
Modulation and Coding techniques in one work, as these two
are correlated in the proposed activities (spread
spectrum, BEM, ...).
- The TBC on the 22 Ghz frequency is to be explained.
- The 412 and 413 in April 2009 should read Green and not
Blue.
DLR: - as no technical risks have been identified
it cannot be understood, why the work is scheduled untill
2010.
- please identify a bookkeeper for each of the
deliverables (at least define this to any of the
paricipating agencies)
- add a list of provided resources per agency and year
- delete activities, where the work is no yet estimated
unless one of the supporting agencies states to provide
the resources for this activities.
