[Cesg-all] Results of Cross-Area Study on Messaging

To the CESG:

As directed at the conclusion of the Cross-Area Meeting on Messaging 
Protocols in Athens on 11 April 2005, a team of representatives from 
MOIMS, SOIS, and SIS have jointly engaged in a study on aligning several 
Messaging Protocol efforts within CCSDS.  The final Report of that study 
is attached.
