Please find the following Resolution, which represents the consensus of the
CESG:

CESG RESOLUTION TO "FREEZE" BOOKS THAT HAVE BEEN RENDERED
OBSOLETE BY SPACE LINK PROTOCOL RESTRUCTURING
Considering that,
as a result of the release of the restructured space link protocol documents -
- CCSDS 131.0-B-1, TM Synchronization and Channel Coding, September 2003
- CCSDS 132.0-B-1, TM Space Data Link Protocol, September 2003
- CCSDS 133.0-B-1, Space Packet Protocol, September 2003
- CCSDS 231.0-B-1, TC Synchronization and Channel Coding, September 2003
- CCSDS 232.0-B-1, TC Space Data Link Protocol, September 2003
- CCSDS 232.1-B-1, Communications Operation Procedure-1, September 2003
- CCSDS 732.0-B-1, AOS Space Data Link Protocol, September 2003
- their original published versions have now been made obsolete, but need
to be retained online for possible reference by implementing organizations.
The CESG Resolves that,
1. The following documents shall be "frozen" at their current issue levels:
a. CCSDS 101.0, Telemetry Channel Coding
b. CCSDS 102.0, Packet Telemetry
c. CCSDS 103.0, Packet Telemetry Service Specification
d. CCSDS 201.0, Telecommand Part 1--Channel Service
e. CCSDS 202.0, Telecommand Part 2--Data Routing Service
f. CCSDS 202.1, Telecommand Part 2.1--Command Operation Procedure
g. CCSDS 203.0, Telecommand Part 3--Data Management Service
h. CCSDS 701.0, Advanced Orbiting Systems, Networks and Data Links:
Architectural Specification
2. Future changes to the space link protocol specifications shall be made
only to the restructured versions.
3. The front matter of the original Recommendations shall be updated with a
concise explanation of the continued validity of the original
Recommendations, the plan to apply future changes to the restructured
versions, and the necessity to allow the restructured versions eventually
to supersede the original versions.
4. The same information shall be added to annotations on the CCSDS Web
site, so that the user cannot avoid encountering it.
[Note: proposed updates to two of the to-be-frozen documents (AOS and
COP-1) went to review after the April 2003 meetings. The update to AOS is
expected to be rejected. The update to COP-1, if approved, can be added to
the restructured COP-1 via a corrigendum.]

It is requested that the CMC should concur with this Resolution at next
week's CMC meeting in Washington, DC, and should then instruct the Space
Link Services Area and Secretariat to implement its provisions.
