[Ccsds-omg-liaison] Mak sure to send your proxy if you cannot attend the Amsterdam meeting

All,

if you are eligible to vote in Task Forces and or the TCs and you 
cannot attend the upcoming meeting in Amsterdam please make sure to 
name a proxy and send a SIGNED proxy form to my attention as soon as possible

Influencing and above, including University and Government members 
can vote in Task Forces
Platform and Contributing members can vote in all Task Forces, 
sub-committees, and the PTC
Domain and Contributing members can vote in all Task Forces, 
sub-committees, and the DTC

European meetings tend to be a bit smaller than U.S. meetings, so 
your proxy could, in a worst case scenario, help a Task Force to 
reach quorum and be operational.
