[Ccsds-omg-liaison] Reston Agenda update

??I have updated the agenda to move the RFI response discussion to Thursday morning, so that we can discuss them jointly with the Ontology PSIG.  That split the future RFI/RFP discussion into two segments, one on Wednesday and one on Thursday.  If we complete the work on Wednesday, then the extra time on Thursday will be used for the XTCE RTF.
