[Ccsds-omg-liaison] XTCE US Govt Satellite Conformance Profile RFC

The OMG Domain Technology Committee plenary session voted to issue the "XTCE 1.1 United States Government Satellite Conformance Profile" submitted by NASA and Harris Corp. as a Request for Comments.  The profile constrains attribute sizes and usage of the XTCE spec for easier implementation by ground systems and represents recent usage in several programs/studies.  Comments are due prior to the December OMG meeting and are welcomed from OMG members and non-members.
