proper course of action within CCSDS</div>
<div style="margin:0px; font-size:12pt; background-color:rgb(255,255,255)">Item-3: I personally do not see why the attendant spectrum issues have not been worked within SLS-RFM and then onto the SFCG, versus the current tactic to insert out-of-scope spectrum
