[cssm] CSSM IDE Update

Dear all,
               as those of you present at the den Haag meeting will recall there were some issues with papyrus on the 2023-06 release of Eclipse. Whilst these could be worked round installing any other packages into the IDE was a bit problematical.

The Eclipse 2023-12 version was released near the beginning of December but the 2023-12 release of Papyrus only happen in mid-January. I've been playing around a bit with the updates and I cannot get a clean update from the 2023-06 version of Eclipse with papyrus installed to the 2023-12 versions. The upgraded IDE and papyrus appear to work okay but there are always some error/warning messages relating to the eclipse initialisation.

In view of this I would recommend that to update your IDE you do a clean install of Eclipse 2023-12 and the various tools. With this in mind I've updated the Github TN (which has the IDE installation procedures) to reflect the 2023-12 installation. This has changed slightly (particularly papyrus) from the earlier version. With the new version of the IDE it is possible to once more add additional tools (e.g. OpenAPI) without breaking papyrus.

When you delete your existing Eclipse installation remember to keep your existing eclipse-workspace. Despite getting a warning about being created by an earlier version of eclipse the 2023-12 version of eclipse can successfully open the existing workspace.
