Due to some issues that Ken Andrews and Massimo Bertinelli from the C&S WG have brought to my attention regarding the application of the CRC-32 in USLP with respect to the C&S sublayer coding recommendations, I have generated with the help
of Gian Paolo some proposed changes to the 732.1-B (USLP) Blue book related to the Frame Error Control Field (FECF). The idea behind these changes is to simply the interface between the C&S sublayer and the Protocol Sublayer. In essence,
USLP would only supply the CRC-16 for the FECF. The CRC-32 would only be supplied by the C&S sublayer when CCSDS 211.2 (Prox-1 Sync & CC) applies.
