The section 4.1.2.3.2 of the pink sheet defines VCID. 
Therefore the description +ACI-ie., frames whose Data Fields condition only idle data-see 4.1.4+ACI-
is not necessary. If necessary, the description must be in the section 4.1.4.

The note as written is necessary, because it defines the value of the VCID field, when the data Field of the frame contains only idle data. It makes a reference to the Frame Data field, 4.1.4 for further information about that related field.
