conference paper for the AIAA Space conference.

The intention behind the paper is to
introduce the Extended Procedures and provide an overview about the services
they provide. As such, the paper discusses the general structure of the
directives and reports, the three service domains covered by the Extended
Procedures and the Frame Security Report. I tried to remain high level
enough not to bore the reader but low level enough to remain technical.
