copy of relevant text from the draft BB to avoid forcing the RFM WG to
read the whole BB. As such we cannot comment there. However, they are de
facto included in IJ3.</span>

<br><span style=" font-size:10pt;font-family:sans-serif">2) Comment IJ3
in section 2</span>
<br>
<br><span style=" font-size:10pt;font-family:sans-serif">Fine with me.
I would turn the comment into a sentence.</span>

in section 2</span>

first sentence up but I am fine with the contents.</span>

but should not be in this section. We cannot state in a CCSDS BB that agencies
should do an RFI analysis in SFCG but that agencies should consult with
SFCG. I propose to move this useful background text to section 2, probably
at the very end after your new text suggested in 3 above.</span>
