thinks recommends (8) should be deleted, since recommends (10) already
gives an absolute specification for P<sub>DOR</sub>/No. Telecom design
should have flexibility to select modulation index that meets (10) and
perhaps also allows for telemetry downlink.</b></span>

seem appropriate. Additionally, I noted that the version included as Annex
A contains instead recommends 8.</span>
