Here’s version 3 with the changes agreed to during the meeting. 
 
1.       Modified figures 2.4.15A, 2.4.15B, 4.2.1, 4.2.2, and 4.2.3 with 
the correct symbol rate terminology.
2.       Added Rec 3.1.2B.  I replaced the telemetry rate definition 
figure in 3.1.2B to be consistent with the other recommendations.
3.       Moved the telemetry rates definition figure to after the 
recommends in Recs. 2.4.17A, 2.4.18, and 2.4.23, and renumbered the 
following figures. 
 
Also I added in Rec 4.1.3 and the Section 5.1 on Terminology, which I had 
missed previously.  I think that should be everything.
