RF&MOD WG chair asked the NGU WG for clarification on how to specify the 1.5
dB steps that NGU was proposing for increasing the number of Telecommand (TC)
data rates. See RF&MOD proposed solutions in the attached Word document for
Section 2.2.8 in the <SPAN style="COLOR: black">current CCSDS (401-B-20)

literally. So if we specify 1024 Kbps as 1, 024, 000 bits per second people tend
to interpret that value to be valid to 7 significant figures, which is way
beyond what is really required for successful synchronization. The more prudent
way to specify rates is by stating the number of significant digits and a
validity range around the defined rate. It is open to debate whether or not
+- 1% is too loose or too tight a validity range. <o:p></o:p></P>
