<h1>Background<o:p></o:p></h1>
<p class="MsoNormal">During the recent Lunar Interoperability Forum (LIF) Panel 1, we had the opportunity to know more about the LunaNet/Moonlight initiatives led by NASA and ESA with the cooperation of JAXA. Related presentations from IOAG, ESA and JAXA have
been shared with CCSDS. For convenience, I have placed a copy at a dedicated CWE SLS location (see below).<o:p></o:p></p>
<p class="MsoNormal">As a follow-on action coming out of a subsequent meeting with the NASA and ESA Moonlight/LunaNet representatives, I offered to review the Augmented Forward Signal (AFS) specification by the CCSDS Space Link Services (SLS) Area.<o:p></o:p></p>
<p class="MsoNormal">The AFS is a one-way broadcast signal radiated by NASA, ESA and JAXA satellites providing interoperable Positioning, Navigation and Timing (PNT) services in cislunar region. A large part of this specification falls within the technical
domains of competence of three SLS Working Groups (RFM, C&S and SLP). <o:p></o:p></p>
<p class="MsoNormal">The AFS document structure seems to inherit much from well-established Global Navigation Satellite Systems (GNSS) signal specifications (e.g., GPS, GALILEO).<o:p></o:p></p>
<p class="MsoNormal">The NASA and ESA versions of the AFS specification differ only on the additional NASA cover pages (4 first pages). <h1>Objectives<o:p></o:p></h1>
<p class="MsoNormal">The review shall tell us whether the AFS specification can be turned into a CCSDS Blue Book and if the answer is positive, what it would take to do so. Document organization as well as editorial language style shall be two key aspects to
be examined.<o:p></o:p></p>
<h1>Approach<o:p></o:p></h1>
<p class="MsoNormal">The proposed approach is the following:<o:p></o:p></p>
