uses RS+CC but the CC is done on mission unique equipment at the ground
stations. We don't see a need to include the CC as a standard for the future.</span></p>

<p style="margin-top:0px;margin-Bottom:0px"><span style=" font-size:11pt;color:red;font-family:Calibri">(At
CCSDS ground stations, up link is not a continuous flow of data as the
down link is.  At the ground station an idle is continuously transmitted
(CCSDS PLOP-2) until the station receives a command.  The idle is
interrupted and the command is inserted in the up link path.  ISS
uses RS and convo on up link.  Since convo is not a block code or
a data block like the CLTU, the processing must be handled differently
from the normal command methods.  The convolutional coding is not
done on the command at the MOC.  In the ISS case we are told that
the convo code is applied at the TDRSS ground station.  If CCSDS was
to adopt this, it would be a new thing for ground stations.)</span></p>
