[Sis-SCPS-INTEREST] SCPS-NP problem

Hi,everyone:
       I downloaded the SCPS RI and configured the network layer to IP protocol ,it served as a SCPS gateway very well.But when I configured the network layer to NP protocol with BIF_NL 2,the gateway can't ran properly.So,I wonder whether the NP part of the SCPS RI is an applicable network layer implementation and anyone had ever made it run perfectly.
