[Sis-SCPS-INTEREST] problem in configure SCPS

Hi,
I am working over Intel P-iv machine and using Linux-2.4.20(Redhat-9 distribution)  
I have SCPS_RI_1_1_126, I want to configure the SCPS as a gateway,
but when I run configure in apps directory follwing errors comes-

./configure: line 1: ../source/config.guess : no such file or directory

ERROR: UNKNOWN CPU TYPE - FILE thread.c WILL REQUIRE PORTING
