The SCPS Reference Implementation (SCPS-RI) is freely available by
sending an email to the point of contact on the SCPS website, Adrian
Hooke (mailto://adrian.j.hooke@jpl.nasa.gov).
The license is pretty permissive -- essentially just a 'hold harmless'
clause. Recipients are free to use / modify / repackage the software as
they see fit. One warning though: while the reference implementation is
high-grade software and has been extensively tested, it is not intended
for deployment and is not supported. When Adrian responds to your
email, you'll also get a list of commercial companies that sell
SCPS-TP-based products. If, on the other hand, your interest is more
research-oriented, the RI is a great tool, IMHO.
