  *   Think about what we really need immediately for BPv7 vs. what we can put off for implementation (e.g. via to-be-defined extension blocks) later.
  *   Think about what ‘data accountability’ (to users, within the network) really means.  What protocol mechanisms do we need to have at the bundle layer to support data accountability and could such mechanisms be implemented in extension blocks?
