[Sis-ams] Remote AMS - Declaration Petitions

Hello all,

 

I think sections 4.4.6 and 4.4.7 of our specification would be easier to
understand if we kept the same rules but changed the ordering.  All of
the rules that apply to *every* petition would be listed first, and then
the rule(s) that apply *only* to Declaration Petitions would follow.
