As I think you are both aware, ESA has had a long involvement in the Delta-DOR Working Group within the CCSDS Systems Engineering Area. Most recently ESA led the WG and that was the case until Mattia Mercolino changed position. Mattia did a great job of leading
this work and we proposed that ESA continue in this role, but it seemed that you did not have anyone who was ready to step into it. As a consequence we have appointed one of the long term D-DOR experts, James Border, instead.<o:p></o:p></p>
<p style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:0in;margin-left:.5in;margin-bottom:.0001pt">
<o:p></o:p></p>

Reaching out like this to you is somewhat unusual, and for many of the CCSDS WGs, which are well populated and more "popular", it is not necessary. In this case the core of the WG has always just been ESA, JAXA, and NASA, with each agency sending one knowledgeable
participant. Having this "triumvirate" as the core of the WG has allowed us to make good progress and for other agencies to come and sit in as they find an interest. On the other hand, in the absence of these three core agencies, we usually cannot meet since
we no longer have an effective working quorum.<o:p></o:p></p>
<p style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:0in;margin-left:.5in;margin-bottom:.0001pt">

We had expectations that ESA would have a knowledgeable individual who could represent the ESA interests in developing these critical standards for deep space navigation. The WG is now developing the next generation of higher precision signaling, and we assume
that you would have an interest in this. Do you have a candidate in mind who will be supporting this work at the up-coming meeting? <o:p></o:p></p>

has worked with both Mattia and Hiroshi in the past.<o:p></o:p></p>
